In July of 2025, H.R.1, the 2025 Reconciliation Package was adopted. The changes to SNAP eligibility in H.R. 1 remove essential food support for thousands of recently arrived, lawfully present refugees—as well as people granted asylum and survivors of human trafficking—who previously qualified for this assistance. It was an integral part of US refugee and humanitarian programs under federal law and helped recently resettled refugees recover, stabilize and reach self-sufficiency.
As we continue welcoming refugees and immigrants and assisting families that already live in our communities, your donation to the Soft Landing Fund will support a critical safety net for families facing extreme hardship so they can remain on a stable and humane path towards recovery and self-reliance.
These new eligibility restrictions will deepen hardship for refugee families in the US, who are finding work, learning English, and rebuilding their lives. Around two-thirds of refugees rely on SNAP when they arrive to America. Refugee families who are new to the US and are getting back on their feet should not be forced to choose between going hungry or forgoing essential medicine or paying their rent.
Because of these changes, an estimated 50,000 refugee and asylee children will lose support to get healthy food through SNAP. Even short periods of food insecurity have been shown to cause long-lasting harm to children’s health and development.
That is why we are asking for your support of the Soft Landing Fund, which provides temporary emergency support for families as well as support for the IRC to deliver these services. This fund will support families with housing and food assistance, rental costs, utilities, and help offer an emergency reserve for additional essentials like medications.
